Hawaiian Gardens, CA

In 2018, the city awarded an exclusive solid waste collection franchise. On November 19, 2019, the city reassigned the exclusive solid waste collection franchise to Waste Resources, Inc. ("WRI") from the previous service provider, and has served the as the city's exclusive waste hauler, until just recently.
On October 22, 2025, the Hawaiian Gardens City Council adopted RESOLUTION NO. 031-2025 consenting to a second reassignment of the exclusive solid waste collection franchise, this time to Waste Management ("WM"), which took effect on May 1, 2026.
WM now serves as the Exclusive Solid Waste Collection Services provider for Hawaiian Gardens.

In addition to the rates set out in the chart above, the costs for solid waste services may increase in two other ways.
First, they are impacted by inflation. Therefore, beginning on October 1, 2021, and any time thereafter through and including June 30, 2026, the City is proposing to annually pass through any increased costs to the rates in the chart above, caused by inflation, as measured by the Consumer Price Index for All Urban Consumers.
Second, the per ton costs of disposal in solid waste landfills or other facilities generally in Los Angeles County, are passed through to customers in addition to the rates set forth in the chart above. Therefore, beginning October 1, 2021, and any time thereafter through and including June 30, 2026, the City also is proposing to annually adjust the rates for Solid Waste Service Fees, including per ton dump fees on permanent and temporary clean-up bins and roll-off services to account for any increase in the tipping fees imposed on WRI by the Los Angeles County Sanitation Districts or any other public agency for disposal and/or processing of solid waste.
However, added together, in no event shall the rates set out in the chart above be increased for either the CPI or the disposal pass through in any single year by more than 25%, and provided further that in no event may a pass-through of disposal costs exceed the City’s cost of providing Solid Waste Services.

In addition to the rates set out in the chart above, the costs for solid waste services may increase in two other ways.
First, they are impacted by inflation. Therefore, beginning on October 1, 2021, and any time thereafter through and including June 30, 2026, the City is proposing to annually pass through any increased costs to the rates in the chart above, caused by inflation, as measured by the Consumer Price Index for All Urban Consumers.
Second, the per ton costs of disposal in solid waste landfills or other facilities generally in Los Angeles County, are passed through to customers in addition to the rates set forth in the chart above. Therefore, beginning October 1, 2021, and any time thereafter through and including June 30, 2026, the City also is proposing to annually adjust the rates for Solid Waste Service Fees, including per ton dump fees on permanent and temporary clean-up bins and roll-off services to account for any increase in the tipping fees imposed on WRI by the Los Angeles County Sanitation Districts or any other public agency for disposal and/or processing of solid waste.
However, added together, in no event shall the rates set out in the chart above be increased for either the CPI or the disposal pass through in any single year by more than 25%, and provided further that in no event may a pass-through of disposal costs exceed the City’s cost of providing Solid Waste Services.
