Luis Roa brings a deep, lifelong connection to Hawaiian Gardens, having called the city home since arriving as a toddler in the mid-1980s. Born in Hawaiian Gardens’ Sister City of Venustiano Carranza, Michoacán, Councilmember Roa’s roots in the community run deep.

Raised alongside his sister, Joanna, Luis grew up in local classrooms—attending Furgeson Elementary, Fedde Middle School, and Artesia High School. His early foundation in teamwork and leadership began on the local field as a 10-year-old with the Hawaiian Gardens Eagles, a program he later returned to as a volunteer coach and credits, along with his family, for instilling his strong public service values.

Dedicated to higher education and municipal leadership, Luis earned an Associate of Arts from Long Beach City College, a Bachelor’s in Public Administration from Cal State Dominguez Hills, and a Master’s in Public Administration from Cal State Long Beach.

His professional life reflects a dedicated career in public service and education. Having served nearly 15 years as a Recreation Leader for the City of Hawaiian Gardens, as well as holding key educational roles—from Paraprofessional Educator and Substitute Teacher to Benefits Specialist and Payroll Technician—Luis understands the city from the ground up. Today, Councilmember Roa is focused on building a safer, more innovative Hawaiian Gardens and continuing community revitalization through strategic capital improvement projects.
